Job summary

The People Concern is seeking a Program Manager for the ODR Project Based Housing program, located onsite at The Harbour in Los Angeles. You will supervise ICMS teams, coordinate with DHS and Housing Department, and ensure trauma-informed, harm-reduction services for people experiencing homelessness.

The role requires 2+ years of managerial experience, strong knowledge of homelessness services, and the ability to respond to crises 24/7. Full-time, onsite, with comprehensive benefits.

Qualifications

• MSW, MFT, LPC or PsyD preferred, or 3 years of equivalent experience.
• Minimum of 2 years’ management experience with administrative and clinical supervision.
• Extensive experience with homeless populations or individuals with severe mental illness.
• Knowledge of the criminal justice system.
• Harm reduction approach for clients with multiple barriers.
• Current, valid California Driver’s license with acceptable driving record.
• Able to be on-call 24/7 with support from clinical leadership.

Responsibilities

• Provide clinical and administrative supervision to Bachelors-level Case Managers and Masters-level Clinical Case Managers.
• Facilitate weekly team meetings and case consultation using trauma-informed care and harm reduction.
• Collaborate with Housing Department teams, DHS supports, and partners to improve safety and well-being.
• Assist with client crisis management including assessments for psychiatric hospitalizations.
• Respond to emergency calls 24/7 with support from supervisors.
• Ensure documentation and data entry are accurate through audits.
• Oversee program budget and ensure revenue/expenses stay within budget.
• Hire and manage ICMS staff and ensure policy compliance.
