Job summary

The Haskell Company in Charlotte, NC is seeking a Senior Preconstruction Lead to manage all preconstruction activities on federal projects, including budgets, value engineering, schedules, and bid packages.

You will lead a team of estimators, coordinate with design teams and subcontractors, develop estimates, review bids, and present final deliverables to leadership and clients, with travel 5–20%.

Qualifications

• BS in construction-related field or equivalent with 5 years experience; or 8 years in construction.
• 5 years minimum experience with DoD/federal vertical projects preferred.
• Experience with RFP-based Design-Build and Design-Bid-Build projects.
• Knowledge of Davis-Bacon Act, Buy American, and FAR provisions.

Responsibilities

• Manage and mentor Preconstruction Specialists.
• Develop budgets, preconstruction schedules, and takeoffs.
• Lead estimation development and bid package creation.
• Coordinate with design teams to influence cost, scope, and schedule outcomes.
• Lead value engineering and Target Value Design processes.
• Present final deliverables to internal leadership and external customers.
• Travel 5–20% of the time.
