Job summary

The Haskell Company in Jacksonville seeks a seasoned preconstruction estimator responsible for all preconstruction activities on Federal projects, including budgets, value engineering, schedules, procurement plans, and bid package definitions.

You will lead the estimation team, develop detailed take-offs, review bids, and support RFP/RFQ responses while coordinating with design and project teams to ensure cost accuracy and competitive proposals.

Qualifications

  • Bachelor's degree in construction-related field required; DoD/federal project experience preferred.
  • Minimum 5 years of estimating experience in construction.
  • Strong knowledge of UFGS, UFC, FAR, and Davis-Bacon Act.

Responsibilities

  • Lead the development of detailed construction cost estimates from conceptual design through final design.
  • Provide direction to estimating personnel and mentor junior staff.
  • Participate in design reviews and advise the team on cost integrity.
  • Manage bid packages, subcontractor participation, and market pricing.
  • Support RFPs/RFQs and client presentations.

In this role, you will be responsible for all preconstruction activities on Federal projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, the definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.

Job Responsibilities:
  • Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stage
  • Manage and mentor estimating personnel, providing direction, oversight, and professional development
  • Participate in design review meetings and help guide the design team throughout the preconstruction phase
  • Evaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availability
  • Monitor project scope, cost, and constructability during design development to align with project goals and budget
  • Lead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverables
  • Develop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitiveness
  • Build and maintain strong relationships with subcontractors and vendors
  • Review proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimates
  • Communicate estimate status, risks, and updates clearly to the proposal leader and key stakeholders
  • Support the development of construction schedules and overall project planning
  • Contribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)
  • Participate in client presentations, proposal interviews, and ongoing client engagement as needed
  • Train and develop preconstruction personnel while fostering a high-performing team environment
  • Maintain historical pricing data to inform future estimates and strategic decisions
  • Provide support to other departments and project teams as needed
  • Travel as needed
Education/Experience:
  • Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent plus 5 years of experience; or 8 years of relevant experience in the construction industry.
To thrive in this role, you'll need:
  • Experience with RFP-based Design-Build and Design-Bid-Build vertical construction projects administered by USACE, NAVFAC, AFCEC or similar
  • Understanding of UFGS (Unified Facilities Guide Specifications) and UFC (Unified Facilities Criteria)
  • Knowledge of Davis-Bacon Act, Buy American, and Federal Acquisition Regulation (FAR) provisions
  • 5 years minimum experience with DoD/ federal vertical projects preferred

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk, and hear.
