City of Bellevue seeks a Labor Negotiator, HR Manager to lead negotiation efforts, develop citywide HR programs related to labor relations, and supervise compensation studies. You’ll work with management, unions, and city officials to resolve complex issues with tact and diplomacy.

The role requires experience in public-sector labor relations, first chair negotiation, and the ability to present clear recommendations to leadership. Hybrid work and travel to meetings are expected.

Formación

• Bachelor's degree in business, public administration, HR, psychology or closely related field; Master’s or JD preferred.
• Five years of progressively responsible experience in labor relations, contract negotiation, employee relations, and compensation analysis.
• Experience in public sector labor relations and knowledge of labor law preferred; first chair experience required.
• Equivalent combination of education, experience and training acceptable.

Responsabilidades

• Formulates and recommends negotiation strategies to support City goals.
• Negotiates CBAs, MOUs, and related agreements; participates on labor-management committees.
• Presents proposals to management, elected officials and union representatives as needed.
• Monitors and interprets collective bargaining agreements for compliance with laws and policies.
• Develops training and communication for managers after contract ratifications.
• Researches grievances and unfair labor practice charges; maintains cooperative union relationships.
