Job summary

NeighborWorks Umpqua seeks a Property Manager to oversee day-to-day operations of NWU properties, ensuring tenant satisfaction, regulatory compliance, and proper maintenance while handling financial and administrative duties.

Responsibilities include managing leases, income certifications, audits, inspections, budgeting, and collaboration with resident services to offer engagement programs and community partnerships.

Qualifications

• At least one year of experience in residential property management, preferably in a low-income housing setting.
• Knowledge of landlord-tenant laws, fair housing regulations, and property management best practices.
• Experience with conflict resolution, crisis intervention, and tenant relations.
• Basic accounting and financial tracking skills.
• Proficiency in Microsoft Office and property management software.

Responsibilities

• Create a positive atmosphere for residents by responding to requests and concerns in a timely and professional manner.
• Oversee tenant relations, including lease agreements, enforcement of rules, and conflict resolution.
• Conduct applicant interviews, manage rental agreements, and maintain property waiting lists.
• Ensure compliance with HUD, USDA Rural Development, Tax Credit, and HOME program regulations.
• Perform income certifications and re-certifications, issue rent increase notices, and maintain financial records.
• Monitor property budgets, track expenses, and assist with financial planning.
• Conduct regular property inspections to ensure proper maintenance and compliance.
• Collaborate with resident services staff to provide programs and engagement opportunities.
• Maintain positive relationships with community partners, emergency services, and housing agencies.
