NeighborWorks Umpqua seeks a Property Management Operations Lead to provide operational support across its affordable housing portfolio. You will coordinate Property Managers and site staff to ensure compliant, high-quality tenant services.

This role emphasizes problem-solving, staff support, and systems improvement without formal supervisory authority, yet it offers a leadership impact through coordination and guidance.

Qualifications

• At least 3 years of experience in affordable housing property management, multi-site preferred.
• Working knowledge of LIHTC, HUD, HOME, and USDA Rural Development regulations.
• Experience with Yardi or similar property management software.
• Strong written, verbal, and interpersonal communication skills.
• Valid Oregon driver’s license and willingness to travel between sites.

Responsabilités

• Support consistent property management practices across the portfolio.
• Conduct site visits to observe operations and identify improvements.
• Serve as go-to resource for operational challenges and staffing gaps.
• Facilitate regular check-ins with Property Managers on vacancies and priorities.
• Monitor KPIs like unit turns, vacancy, and rent collection; assist with reports.
• Provide onsite coverage during staffing gaps.
• Review tenant files for LIHTC, HUD, HOME, and USDA compliance.
• Maintain EIV access and required reports.
• Assist with rent increase requests and AFHMP updates.
• Help develop property management policies and staff training.
• Partner with Maintenance, Resident Services, leadership for coordination.
• Provide practical support using Yardi and other PM systems.
• Promote Fair Housing, site safety, and responsive tenant service.
