Job summary

Groundswell Corporation in the Washington, DC area seeks an experienced Program Manager to lead a flagship Intelligence Community modernization program, overseeing contract execution, schedule, risk, and stakeholder coordination.

The role requires a US citizen with TS/SCI clearance, PMP or DAWIA Level Three, 10+ years of federal program management experience, and a proven ability to drive delivery in complex environments.

Qualifications

• Bachelor's degree in information systems, Engineering, Business, or related field, or equivalent experience.
• PMP certification (or DAWIA Level Three in Program Management).
• 10+ years of experience managing complex Federal technology programs, task orders, or enterprise system implementations.
• Experience supporting Intelligence Community (IC) and/or DoD programs.
• Experience developing and managing Integrated Master Schedules (IMS), program-level risks, issues, dependencies, and corrective actions.
• Experience managing program financials, including budgets, forecasts, staffing, cost performance, and invoicing.
• Must be a US Citizen; Active TS clearance with ability to obtain TS/SCI and CI Polygraph.

Responsibilities

• Lead day-to-day program management and contract execution for the task order.
• Develop and maintain IMS with cross-workstream dependencies.
• Coordinate with OEM PMO and subcontractors to manage schedules and risks.
• Oversee program financial health, budgeting, and invoicing.
• Lead program governance reviews and executive reporting.
• Provide leadership to workstream leaders and ensure delivery excellence.
