Job summary

Joint Strategic Technologies seeks a Program Manager to lead a DoD software development program in a hybrid role with 1-2 days onsite in San Antonio, TX. You will oversee operations, modernization, and stakeholder alignment, driving agile delivery across multiple teams.

The ideal candidate has 10+ years in IT with 5+ years in leadership, PMP/PgMP, and Agile certifications, with strong Jira/Confluence proficiency.

Qualifications

Bachelor's degree in engineering, computer science, mathematics, or related discipline.
10+ years IT experience with 5+ years in leadership roles for large IT programs in DoD or federal sectors.
Experience leading diverse software development projects across stacks complying with security frameworks.
PMP or PgMP certification.
CSPO/CSM or comparable Agile certification.
Proficiency with Jira and Confluence.

Responsibilities

Lead day-to-day software development program operations, maintenance, and modernization of DoD HR systems.
Act as liaison to government stakeholders, aligning execution with mission priorities and contracts.
Apply IT project management and agile delivery to balance priorities and KPIs.
Oversee and integrate efforts across multiple functional teams in a 150+ person program.
Coordinate resolution of technical and operational issues with action plans and cross-team meetings.
Identify opportunities for continuous improvement and cost savings.
