Job summary

Joint Strategic Technologies (JST) is seeking a Program Manager to lead a DoD HR systems program in a hybrid role with 1-2 days onsite in San Antonio, TX. You will manage day-to-day operations, modernization efforts, and cross-team coordination for a 150+ person program workforce.

The ideal candidate has 10+ years in IT with 5+ in leadership, PMP or PgMP, and Agile certifications, plus strong Jira/Confluence proficiency. Veterans and military spouses are encouraged to apply.

Qualifications

• Bachelor's degree in engineering, computer science, mathematics, or related discipline.
• 10+ years of IT experience, with 5+ years in leadership roles for large IT programs in DoD or other federal sectors.
• Expertise in leading and integrating diverse software development projects across various technology stacks and platforms using compliance and cybersecurity frameworks within federal government environments.
• Active PMP or PgMP certification.
• CSPO, CSM, or comparable Agile certification.
• Proficiency with Jira and Confluence.

Responsibilities

• Lead day-to-day software development program operations, maintenance, and modernization of DoD HR systems across multiple tech stacks.
• Serve as liaison to government stakeholders, aligning execution with mission priorities and contractual obligations.
• Apply IT software development management, predictive project planning, and agile delivery to balance priorities and meet KPIs.
• Oversee and integrate efforts across a 150+ person program workforce.
• Coordinate resolution of technical/operational issues, document problems, create action plans, and facilitate cross-team meetings.
• Identify opportunities for continuous improvement, innovation, and efficiency to meet mission objectives and drive cost savings.
