Job summary

Joint Strategic Technologies (JST) is seeking a Program Manager in a hybrid role with 1–2 onsite days weekly in San Antonio, TX. The position leads a 150+ person program delivering DoD HR systems across multiple stacks, balancing priorities and contractual obligations while driving modernization and efficiency.

The candidate should have a DoD/federal program leadership background, PMP or PgMP certification, and Agile credentials.

Qualifications

Bachelor's degree in engineering, CS, math, or related field.
10+ years IT experience with 5+ years in leadership of large DoD/federal programs.
Experience leading diverse software projects across stacks with compliance and cybersecurity in federal environments.
Active PMP or PgMP certification.
CSPO/CSM or equivalent Agile certification.

Responsibilities

Leading day-to-day software development program operations, maintenance, and modernization of DoD HR systems spanning various technical stacks.
Liaising with government stakeholders to align technical execution with priorities and contractual obligations.
Applying expertise in IT software development management, predictive project planning, and agile delivery to balance priorities and meet KPIs.
Overseeing and integrating efforts across multiple functional teams within a 150+ person program workforce.
Coordinating resolution of technical and operational issues, documenting problems, creating action plans, and leading cross-team meetings.
Identifying opportunities for continuous improvement, innovation, and efficiency to meet mission objectives and drive cost savings.
