Description
The Human Resources Generalist- Benefits is responsible for performing a wide range of HR-related duties and works closely with the Director of HR in developing,implementing and evaluating ongoing HR policies, programs,functions and activities. Primary emphasis is on employee benefit administration and assisting with new employee orientation efforts. This position provides excellent customer service and acts as liaison between employees and insurance providers. This position also carries out responsibilities in the following functional areas: employee relations, benefits education, policy implementation, employment law compliance, worker's comp, and risk management. In order to be successful, the Human Resources Generalist must have excellent organizational and communication skills, work well in a group setting and respect the mission and values of the organization. Work is performed under the direct supervision of the Director of Human Resources. Work hours for this position are 7:30am to 4:30pm Monday through Friday with 1 hour for lunch or as otherwise assigned.
Examples of Duties
- Leads and administers various employee benefits programs (i.e.Benefits Strategy & Design, Renewals, Open Enrollment, etc.).
- Coordinates daily benefits processing (i.e. enrollments, terminations, changes, qualifying life events, beneficiaries, COBRA, disability, accident, employee accruals, and tuition assistance.).
- Coordinates with insurance carriers and benefits broker to resolve employee questions, issues, and concerns related to claims, coverage, and plan provisions; serves as a liaison to ensure timely and accurate resolution while maintaining a high level of customer service and confidentiality.
- Conducts benefits orientation and assists with new employee onboarding.
- Aids in developing messaging to enhance understanding of the city’s benefits programs.
- Researches wellness opportunities and develops wellness program and initiatives.
- Ensures employee benefits systems and HRIS system are accurate and up to date with benefits elections and general status changes.
- Oversees health budget and benefit expenses by managing invoices, verifying payroll deductions, and maintaining records of premiums, claims, and costs.
- Administers and manages leave programs, including FMLA, Sick, LTD, WC, etc.
- Administers worker’s compensation program and coordinates worker’s compensation claims.
- Facilitates various employee committees, (i.e. employee policy and benefits, etc.).
- Coordinates and drafts annual employee policy updates.
- Reviews and responds to unemployment claims.
- Processes paperwork for all terminations of employment.
- Serves as the Human Resources liaison for safety and risk management efforts.
- Ensures compliance with federal, state, and local regulations concerning employment, benefits and record keeping, including compliance with the Health Insurance Portability and Accountability Act.
- Participates in job related trainings, seminars, meetings, etc.
- Supports HR team with projects, tasks, and objectives or other duties as assigned.

Knowledge, Skills, And Abilities
- Comprehensive knowledge of benefits management and compliance laws and regulations and best practices;
- Comprehensive knowledge of personnel rules and regulations and federal, state, and local employment laws;
- Thorough knowledge of state regulations regarding the release of employee files;
- Thorough knowledge of workers' compensation;
- Ability to communicate effectively, both written and orally, with employees, carriers, brokers, and etc.;
- Ability to create and foster relationships with internal teams;
- Basic understanding of policy and local government and ability to stay up to date on current projects;
- Ability to act with integrity, professionalism and confidentiality;
- Proficient with Microsoft Office Suite or related software;
- Excellent interpersonal, negotiation and conflict resolution skills;
- Ability to independently plan, organize and prioritize work on multiple projects and programs;
- Ability to perform complex program and project management work with broad responsibility and considerable latitude to resolve a wide range of technical and personnel problems;
- Ability to exercise independent judgment in supervising benefits programs, resolving sensitive benefits problems, and assessing needs of multiple departments/agencies;
Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 2+ years of experience in human resources, with a focus on employee benefits administration or a combination of equivalent education and experience.
- Professional certification such as SHRM Certified Professional (SHRM-CP)or HRCI Professional in Human Resources (PHR) is preferred.
