Human Resources Manager | Employee Relations

Impact Summary:

The Human Resources Generalist serves as a critical partner in advancing the company’s HR strategy and supporting a dynamic, high-growth environment within the defense contracting sector. This role is responsible for driving full-cycle HR operations—including recruiting, HRIS management, compliance, and employee relations—with a focus on scalability and operational excellence. The ideal candidate will bring strong expertise in Paylocity, federal contracting compliance, and recruiting cleared professionals, contributing to the development and execution of strategic HR initiatives.

Responsibilities:

  • Administer HRIS functions in Paylocity, ensuring data integrity, system optimization, reporting, and configuration for new features
  • Administer full-cycle recruiting, including requisition planning, sourcing, interviewing, salary analysis, and offer execution, with a focus on cleared and technical personnel
  • Partner with hiring managers to forecast staffing needs and develop strategic sourcing plans in compliance with EEO/OFCCP and affirmative action requirements
  • Support onboarding, orientation, and employee integration programs tailored to DoD environments and cleared roles
  • Provide guidance on employee relations matters, conduct investigations, and recommend resolutions in alignment with company policy and employment law
  • Support compliance initiatives related to federal and state employment laws, including FLSA, FMLA, ADA, SCA, and DCAA requirements
  • Serve as a subject matter expert on Paylocity modules including HR, ATS, Time & Labor, and Performance
  • Assist in the development and implementation of HR policies, handbooks, and process improvements
  • Support internal audits, clearance processing coordination, and documentation management in support of DCSA and NISPOM compliance
  • Support HR projects related to organizational development, workforce development and employee engagement.
  • In-depth expertise in Paylocity HRIS platform, including reporting, implementation, benefit management and workflow customization
  • Proven ability to manage complex recruiting efforts, particularly for cleared technical roles in a defense/aerospace setting
  • Thorough understanding of employment laws and federal contractor compliance requirements
  • Excellent judgment in handling sensitive employee matters and investigations
  • Strong project management and organizational development skills
  • Ability to build trusted relationships across departments and with external stakeholders
  • Analytical thinker with data-driven problem-solving capabilities

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • 5–8 years of progressive HR generalist experience, preferably in a federal contractor or defense industry setting
  • Advanced proficiency in Paylocity, including HR, Bswift and reporting functions
  • Demonstrated success in recruiting for technical and/or cleared positions
  • Strong knowledge of HR compliance standards, including EEO/AA, FLSA, ADA, and SCA
  • Excellent communication skills, both written and verbal
  • U.S. Citizenship and ability to obtain a DoD Secret security clearance. Active DoD Secret clearance strongly preferred
  • PHR certification or higher preferred
  • Experience supporting a workforce governed by DFARS, DCAA, NISPOM, and government audit requirements
  • Exposure to compensation analysis, training and development planning, or HR process automation initiatives
