Job summary

Modern Government Solutions (MGS) is seeking a Contractor Program Manager to lead NGA IMUA GEOINT Ground efforts, delivering lifecycle acquisition, business operations, program management, and budget support. You will act as the primary contractor POC to the IMUA Program Office, overseeing performance, schedules, staffing, and security deliverables.

You will coordinate with Government PM and COR, manage risks, financial reporting, and sustain continuity through transitions, contributing to NGA

Qualifications

• Active DoD TS/SCI security clearance required.
• Bachelor's degree in a business-related field with 10 years of program management experience, or Master's degree with 7 years, leading contracts of similar scope and complexity.
• Independent decision-making authority over program budget, schedule, and risk.
• Coordination with multiple government stakeholder organizations or agencies on a single program.
• Direct supervision of subordinate leads, employees, and subcontractors.
• Management of programs with personnel or performance locations across multiple geographic sites.
• Management of multi-million dollar budgets or multiple funding streams, such as Operations and Maintenance (O&M) and Research, Development, Test and Evaluation (RDT&E).

Responsibilities

• Oversee contract performance, schedules, staffing, personnel performance, training, security deliverables, and modifications.
• Monitor financial performance, including expenditures and burn rate.
• Communicate regularly with the Government PM and COR; identify significant risks and issues and track resolution plans.
• Maintain program-level knowledge of NGA programs, projects, and activities.
• Support monthly financial, staffing, and activity reports and quarterly program management reviews with Government leadership.
• Support development and maintenance of the Program Management Plan and Quality Control Plan.
• Support contract transitions and ensure continuity of mission support.

POSITION SUMMARY

Modern Government Solutions (MGS) is seeking a Contractor Program Manager (CPM) to lead support to the National Geospatial-Intelligence Agency (NGA) on the Integrated Mission and Unified Acquisitions (IMUA) GEOINT Ground program, which delivers flexible lifecycle acquisition, business operations, program management, and financial and budget management support to NGA mission requirements.

As primary contractor point of contact (POC) to the IMUA Program Office, you will oversee contract performance, personnel, schedules, financial reporting, security, training, and modifications, partnering with the Government Program Manager and Contracting Officer's Representative (COR) to identify risks and drive resolution.

RESPONSIBILITIES (not limited to)

REQUIRED SKILLS AND QUALIFICATIONS

• Must possess an active DoD TS/SCI security clearance.
• Bachelor's degree in a business-related field with 10 years of program management experience, or Master's degree in a business-related field with 7 years, leading contracts of similar scope and complexity

• Coordination with multiple government stakeholder organizations or agencies on a single program
• Direct supervision of subordinate leads (e.g., Deputy Program Manager), employees, and subcontractors
• Management of programs with personnel or performance locations across multiple geographic sites
• Management of multi-million dollar budgets or multiple funding streams, such as Operations and Maintenance (O&M) and Research, Development, Test and Evaluation (RDT&E)

PREFERRED SKILLS AND QUALIFICATIONS

• Project Management Professional (PMP) or comparable certification
• Program or project management within the Department of War (DoW) or Intelligence Community (IC)
• Support to NGA PEO GEOINT Ground (PG) offices: Dissemination and Access (PGA), Needs and Collection (PGC), Data Management Technologies (PGD), Sensitive GEOINT Integrated Program (PGG), International Solutions (PGI), or Sensor Integration (PGS)
• Support to NGA Commercial Operations (SC): Commercial GEOINT Discovery and Assessments (SCD) or Commercial Requirements (SCR)
• Support to NGA Source Operations Group (SX), including SIX, SXM, SXS, and SXZ
• Leadership of a Program Management Office (PMO) overseeing multiple concurrent projects or workstreams
• Contract transition-in and transition-out support
• Staffing or retention strategy implementation in high-turnover program environments
