The Fire Department City of New York (FDNY) seeks a full-time HR Talent Specialist in the Bureau of Human Resources. You will work with hiring managers to create and modify job descriptions, perform job analysis, and prepare PARs for EMS, Uniform, and civilian vacancies.

Responsibilities include vetting resumes, maintaining HR Access and Oracle databases, preparing correspondence and HR reports, and communicating professionally with internal bureaus.

Qualifications

  • Four-year high school diploma or equivalent approved by a state education department.
  • One year of satisfactory clerical experience.
  • Typing speed of at least 100 keystrokes per minute.

NOTE: This position is open only to City of New York employees serving in the permanent civil service title of Clerical Associate.

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. The Fire Department, City of New York (FDNY), seeks a full-time HR Talent Specialist in the Bureau of Human Resources. Reporting directly to the Deputy Director and working closely with the Chief HR Officer and AC of Human Resources, the responsibilities include: Work with and provide guidance to hiring managers to create and modify job descriptions in accordance with DCAS Title Specifications. Conduct job analysis for all vacancies prior to posting and/or PAR preparation. Create job postings, assessing job descriptions, preferred skills and abilities requested. Prepare Personnel Action Requests (PAR) for all EMS, Uniform, and civilian vacancies including blanket PARs for civil service list calls. Vet candidate resumes as needed to fill various positions. Maintain HR Access and Oracle databases as needed. Prepare HR reports for review by Budget Services and executive staff. Prepare correspondence, such as, conditional offers of employment, internal approval memos and employee notifications for changes to title level and/or salary. Assist with status updates, communicating effectively, professionally and respectfully with internal Bureaus.

Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.


Preferred Skills

Outstanding organization and communication skills, especially written and oral communication. Excellent MS Word, MS Excel, MSPowerPoint, MS Visio, and MS Outlook skills. The ability to effectively work under pressure and multi-task in a fast-paced environment.Ability to perform a variety of administrative duties, including but not limited to reviewing, analyzing and reconciling data from multiplesources. An understanding of NYC government/civil service processes a plus. Knowledge of NYCAPS, CHRMS, PRISE, and PMS a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
