Job summary

The Fire Department, City of New York (FDNY) is seeking a full-time Deputy Director in the Bureau of Enterprise Technology. The successful candidate will lead a team of business analysts, QA engineers and UI/UX designers and oversee multiple application development projects to deliver reliable HRIS and portal solutions.

Minimum qualifications include six years of supervisory IT experience in large environments and a relevant degree with substitutable credits.

Qualifications

• Six (6) years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment at least 18 months of which shall have been in an administrative, managerial or executive capacity.
• A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of general experience on the basis of 30 semester credits for six (6) months of experience.
• A master’s degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a master's degree, graduate credits in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of experience on the basis of 30 graduate semester credits for one (1) year of experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, or executive capacity.

Responsibilities

• Manage Business Analysts to gather application development requirements and design solutions with the UX designers.
• Manage Quality Assurance Analysts to support application development team by identifying bugs and defects to ensure quality of deliverables.
• Standardize UI designs, components and user experience for app development projects.
• Effectively manage project resources and prioritization to ensure projects are delivered within a reasonable timeline.
• Regularly monitor and report on projects to triage issues, determine action items, decisions and manage.
• Work with development team to build and support HRIS and FDNY My Portal application.

Reporting directly to Director of Application Development, the selected candidate will be responsible for managing a team of business analysts, quality assurance engineers and UI/UX designers as well as application development projects.

Special Working Conditions: May be required to work shifts including nights, Saturdays, Sundays, and holidays.Experience with software development frameworks and technologies including AngularJS, ReactJS, React- Native, Ionic/Cordova, and Oracle Apex/DB.IT system integrations and real-time data communication using the following: RESTful APIs, Web Services, WebSocket, Oracle Service Bus and API GatewayDesign wireframes and prototyping high fidelity designs using tools such as Figma and Moqups.Automate testing scripts such as VBScript and knowledge of MicroFocus tools: ALM, Quality Center, Octane, UFT and Load Runner.
