Job summary

Blue Ocean Inc seeks an HR Generalist to support Delaware and Pennsylvania offices, guiding employees and managers on HR matters and lifecycle activities. You will handle recruitment, onboarding, offboarding, records, payroll, and benefits, ensuring compliance with laws and company policies.

Role requires 3 years of HR experience (1+ year as HR Generalist), strong communication, and proficiency in HRIS and MS Office. Mandarin preferred, with HR operations and admin oversight across two locations.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, or related field preferred.
• Approximately 3 years of progressive HR experience, including at least 1 year as an HR Generalist, or equivalent.
• Experience supporting recruitment, onboarding, employee records, benefits, and HR administration.
• Basic knowledge of federal and state employment laws and HR best practices.
• Strong communication, organizational, and problem-solving skills.
• Proficient in Microsoft Office and HRIS systems.
• Ability to handle confidential information with professionalism and discretion.
• Mandarin Chinese is preferred.

Responsibilities

• Coordinate recruitment, interviewing, onboarding, offboarding, and other employee lifecycle activities.
• Maintain HR records and HRIS data, and process employment changes, timekeeping, payroll, and benefits administration.
• Support employee relations, performance management, leave administration, and ensure compliance with company policies and employment laws.
• Coordinate required training, safety compliance, employee engagement activities, and provide guidance to the HR/Admin Assistant.
• Oversee local office administration, including office supplies, facilities, vendor coordination, and general administrative support.
