Job summary

Blue Ocean Inc is hiring an HR Generalist to support Delaware and Pennsylvania offices. You will manage recruitment, onboarding, offboarding, HRIS data, payroll and benefits, and ensure policy compliance.

The role requires coordinating employee relations, performance management, and training while handling confidential information with discretion. Mandarin is a plus; strong communication is essential.

Qualifications

• Bachelor's degree in HR, Business Administration or related field preferred.
• Approximately 3 years of progressive HR experience, including 1 year as HR Generalist.
• Experience supporting recruitment, onboarding, employee records, benefits, HR administration.
• Knowledge of federal and state employment laws and HR best practices.
• Strong communication, organizational, and problem-solving skills.
• Proficient in Microsoft Office and HRIS systems.
• Ability to handle confidential information with professionalism and discretion.
• Mandarin Chinese is preferred.

Responsibilities

• Serve as primary HR contact for Delaware and Pennsylvania offices.
• Coordinate recruitment, interviewing, onboarding, offboarding, and lifecycle activities.
• Maintain HR records and HRIS data; process employment changes, timekeeping, payroll, and benefits.
• Support employee relations, performance management, leave administration, and compliance.
• Coordinate required training, safety compliance, and employee engagement activities.
• Provide guidance to HR/Admin Assistant and oversee local office administration.
