Job summary

BKF Engineers seeks a Project Manager for Housing Element services to lead project delivery and business development within Community Planning. You will guide updates from background analysis through HCD certification and align with RHNA, site inventories, and AFFH analyses.

You will also drive pursuit strategies, oversee proposals, and build relationships with city planners and housing stakeholders while mentoring junior staff in a collaborative Bay Area/LA oriented practice.

Qualifications

• 5-7 years of experience in community planning, focusing on Housing Element preparation and implementation.
• Experience as Project Manager or lead on at least one 6th cycle Housing Element update (2021-2029).
• Knowledge of RHNA methodology, site inventory requirements, rezoning programs, and AFFH analysis.

Responsibilities

• Manage Housing Element update and implementation projects from background reports through HCD certification.
• Oversee scope, schedule, budget, and subconsultant coordination to ensure quality delivery.
• Guide clients through HCD review cycles and evolving housing law requirements.
• Coordinate with planning, environmental, and engineering teams across offices.
