Job summary

BKF Engineers seeks an experienced Project Manager in Housing Element services to lead delivery and pursuit efforts within the Community Planning practice. You will manage projects from background reporting through HCD certification, guiding scope, schedule, and budget while coordinating with multi-disciplinary teams.

The role emphasizes business development, client relations, and public engagement, with travel as needed.

Qualifications

• Minimum of 5-7 years of experience in community planning
• Demonstrated experience as Project Manager or lead on a 6th cycle Housing Element update
• Working knowledge of RHNA methodology, site inventory requirements, rezoning programs, AFFH analysis
• Experience contributing to business development: proposals, RFP responses, client presentations
• Strong community engagement skills and ability to facilitate public meetings
• Excellent written and verbal communication; ability to present complex housing policy clearly
• Willingness to travel; remote/hybrid position; Bay Area or LA metro preferred

Responsibilities

• Serve as Project Manager on Housing Element update and implementation projects
• Manage project scope, schedule, budget, and subconsultant coordination
• Guide clients through HCD review cycles and evolving housing law
• Coordinate with planning, environmental, and engineering teams
• Lead strategy for pursuing 7th cycle Housing Element opportunities
• Track upcoming RFPs and position the firm ahead of pursuits
• Lead proposal development and responses with Practice Lead and Business Development
• Build and maintain relationships with city/county staff, HCD, and stakeholders
• Contribute to Planning sector sales and booking goals
• Lead public outreach and engagement through workshops, meetings, and hearings
• Develop accessible outreach materials and apply AFFH equity lens
• Represent the firm at events and public agency meetings
• Collaborate with BKF teams across disciplines; mentor junior staff
• Promote collaboration, accountability and continuous improvement
