Job summary

BKF seeks a Project Manager for Housing Element Services within the Community Planning practice, leading delivery and growth in 7th cycle updates from analysis to HCD certification.

The role manages a portfolio and pursues new opportunities, coordinating with planning, environmental, and engineering teams, while engaging with city and county staff. Hybrid work with Bay Area or LA focus; travel as needed.

Qualifications

• 5–7 years of experience in community planning with a focus on Housing Element preparation and implementation.
• Experience as Project Manager or senior team member on at least one 6th cycle Housing Element update.
• Knowledge of RHNA methodology, site inventories, rezoning, and AFFH analysis.

Responsibilities

• Lead Housing Element update and implementation projects from background reports to HCD certification.
• Manage scope, schedule, budget, and subconsultant coordination to ensure quality delivery.
• Coordinate with planning, environmental, and engineering teams across offices.
• Identify, pursue, and capture 7th cycle Housing Element opportunities and support proposal development.
