Job summary

BKF, a multi‑service infrastructure firm, seeks a Project Manager for Housing Element services. You will lead housing element updates, manage project delivery, and drive new opportunities in the Bay Area and LA metro areas, coordinating with planning, environmental, and engineering teams.

You will mentor staff, support cross‑office collaboration, and advance equity in engagement while ensuring client satisfaction and adherence to HCD requirements.

Qualifications

• 5–7 years of experience in community planning with focus on Housing Element.
• PM experience or lead on at least one 6th cycle Housing Element update.
• Knowledge of RHNA, site inventories, rezoning, AFFH analysis.
• Experience in proposals, RFP responses, and client presentations; seller‑doer preferred.
• Strong community engagement skills; experience facilitating public meetings.
• Excellent written and verbal communication; explain housing policy clearly.
• Highly organized; able to manage multiple projects in a fast-paced env.
• Remote/hybrid; Bay Area or LA metro preferred; travel as needed.
• Bachelor’s degree required; AICP preferred.

Responsibilities

• Serve as Project Manager on Housing Element updates and implementation projects.
• Manage scope, schedule, budget, and subconsultant coordination.
• Guide clients through HCD review cycles and evolving state housing law.
• Coordinate with planning, environmental, and engineering teams.
• Lead business development, pursue 7th cycle opportunities, and manage proposals.
• Build relationships with city/county staff, HCD, and housing stakeholders.
• Lead public outreach and engagement for Housing Element updates.
• Mentor junior staff and foster collaboration across service lines.
