Job summary

BKF is seeking a Project Manager for Housing Element services to lead project delivery and business development across California. You will manage Housing Element updates, coordinate with multidisciplinary teams, and drive pursuit of 7th cycle opportunities in the Bay Area and LA metro.

The role emphasizes client engagement, public outreach, and collaboration with a senior Practice Lead, with hybrid Remote work and travel as needed.

Qualifications

• 5–7 years of experience in community planning, focusing on Housing Element preparation and implementation.
• Experience as Project Manager or lead on at least one 6th cycle Housing Element update (2021–2029).
• Knowledge of RHNA methodology, site inventory requirements, rezoning, AFFH analysis.
• Experience contributing to business development: proposals, RFPs, client presentations; seller‑doer experience preferred.
• Strong community engagement skills: public meetings, outreach materials.
• Excellent written and verbal communication; ability to explain housing policy to technical and non‑technical audiences.
• Highly organized; able to manage multiple projects in a fast-paced consulting environment.
• Remote/hybrid position; Bay Area or LA metro preferred; travel as needed.
• Bachelor’s degree in Urban Planning, Public Policy, or related field.
• AICP certification preferred.

Responsibilities

• Serve as Project Manager on Housing Element update and implementation projects from background reports to HCD certification.
• Manage project scope, schedule, budget, and subconsultant coordination for quality delivery.
• Guide clients through HCD review cycles and evolving housing laws.
• Coordinate with planning, environmental, and engineering teams.
• Lead the business development and pursuit efforts, including RFP responses and proposals.
• Build and maintain relationships with city/county staff, HCD and housing stakeholders.
• Lead public outreach and engagement, including workshops and hearings with an equity lens.
• Collaborate with the broader Planning team and mentor junior staff.
