Job summary

BKF seeks a Project Manager focused on Housing Element services to lead update delivery and drive new opportunities. You will manage background analysis, site inventories, rezoning, and AFFH analyses while coordinating with planning, environmental, and engineering teams.

You will also lead business development, pursue RFPs, and maintain stakeholder relations with city staff and housing agencies, all within a collaborative, equity‑driven practice across Bay Area and LA markets.

Qualifications

• Minimum 5–7 years in community planning with Housing Element focus.
• PM or lead team member on at least one 6th cycle Housing Element update.
• Knowledge of RHNA, site inventory, rezoning, and AFFH analysis.
• BD experience including proposals and RFP responses; seller‑doer preferred.
• Strong community engagement and public meeting facilitation.
• Excellent written and verbal communication; able to present complex topics.
• Willing to travel; Bay Area or LA metro preferred; remote/hybrid work.

Responsibilities

• Serve as Project Manager on Housing Element updates through HCD certification.
• Manage scope, schedule, budget, and subconsultant coordination.
• Guide clients through HCD review cycles and evolving housing law.
• Coordinate with planning, environmental, and engineering teams.
• Lead BD efforts and pursuit strategy for 7th cycle opportunities.
• Build relationships with city/county staff, HCD, and housing stakeholders.
• Lead public outreach and engagement for Housing Element updates.
• Mentor junior staff and foster collaboration across teams.
• Support go‑to‑market strategy and achievement of BD goals.
