Job summary

OMES seeks an OID Health Exchange Technology Director to lead IT initiatives for the Oklahoma Health Insurance Exchange. You will advise executive staff, assess system needs, and implement IT programs aligning with business objectives and regulatory requirements.

With a focus on security, vendor management, and full lifecycle software delivery, you will provide strategic technology direction and ensure compliance across state and federal interfaces.

Qualifications

• Bachelor's degree in computer science or a related field.
• Minimum of ten years of leadership experience within healthcare technology.
• Experience with state or federal health insurance exchanges.
• Knowledge of CMS systems integrations and requirements.
• Experience with cloud-based technology.
• Ability to work through conflicts and negotiate win/win solutions.

Responsibilities

• Ensures information systems satisfy external rules and regulations.
• Leads technology projects, change and communication initiatives.
• Analyzes complex business needs and determines best technical solutions.
• Maintains standards/procedures for implementing technical solutions.
• Manages vendor relationships to balance results with costs and schedules.
• Envisions, plans, develops and maintains software solutions for the Exchange.
• Oversees software projects through the full software development lifecycle.
• Enhances release management, source control, coding standards and testing.
• Works with OMES IT Security and Compliance and partners on security issues.
• Responsible for development and monitoring of Exchange information security.
