Job summary

North Dakota Information Technology (NDIT) seeks a Health IT Technical Lead to oversee the technical operations supporting statewide health information exchange. You will collaborate with healthcare organizations, state partners, vendors, and NDHIN staff to design, integrate, and maintain secure health information exchanges.

The role blends technical leadership with interface management, testing, and stakeholder engagement to move solutions into production on schedule and within scope.

Qualifications

• Bachelor's degree with a major in computer science, CIS, MIS, healthcare technology, or closely related field and two years of work experience in business analysis such as UAT, data analysis, documentation, solution assessment.
• Additional work experience as described may substitute for up to two years of the education requirement on a year-for-year basis.

Responsibilities

• Lead the technical operation of NDHIN applications, interfaces, and health information exchange services.
• Manage integration and interface design to support secure exchange of health information.
• Lead user acceptance testing and solution validation to ensure production readiness.
• Evaluate system readiness and approve transitions of apps into production within your area.
• Oversee NDHIN services, including Direct and query-based exchange and image exchange.
• Coordinate NDHIN vendors, monitor performance against contracts, ensure secure operations and schedule adherence.
• Troubleshoot issues, coordinate vendor and stakeholder resolution, restore service as needed.
• Manage vendor resources and change requests, ensuring timely, coordinated implementation.
• Translate business needs into clear technical requirements and solution approaches.
• Lead technology solutions meeting NDHIN participant needs while aligning with statewide goals.
