The Office of Management and Enterprise Services seeks an Health Exchange Technology Director to lead the Oklahoma Health Insurance Exchange technology strategy. You will advise executive staff, develop programs and policies, assess system needs, and oversee the design, implementation and operation of critical exchange IT initiatives.

Qualifications

• Bachelor’s degree in computer science or related field.
• Minimum 10 years leadership experience in healthcare technology.
• Master’s degree preferred with certifications PMP, SSCP, CISSP, CISA, CISM.
• Experience with state/federal health insurance exchanges.
• Knowledge of CMS system integrations and requirements.
• Experience with governmental agencies and cloud-based technology.
• Ability to negotiate win/win solutions.

• Ensures information systems meet external rules and regulations.
• Leads technology change and communication initiatives.
• Analyzes complex business needs and determines best technical solutions.
• Maintains standards/procedures for implementing technical solutions.
• Manages vendor relationships to balance cost and schedule.
• Envisions, plans, develops and maintains software solutions for the Exchange.
• Oversees SDLC from requirements to testing and support.
• Coordinates with IT Security and Compliance on vulnerabilities.
• Develops and monitors the Exchange’s information security.
