Job summary

Talentify is seeking a Senior IT Project Manager to join the Health Insurance Exchange team within the Enterprise PMO. You will oversee large IT projects, define roles, coordinate activities, and ensure delivery on time and budget while aligning with agency standards.

You will lead stakeholder engagement, manage requirements, monitor progress, and mentor junior PMO staff in a fast-paced environment. Certifications and experience with state health programs are favored.

Qualifications

• Minimum of 5 years hands-on experience managing multiple high-profile complex IT projects.
• Minimum of 5 years experience managing large scale applications with multiple interfaces across environments.
• Experience with State Government Health and Human Services programs and State Insurance Exchanges is a plus.
• Knowledge of IT standards and software (Microsoft Office: Excel, Word, PowerPoint, Project, Visio).
• Excellent communication & negotiation skills; ability to liaison between technical and non-technical staff.
• Ability to multi-task and adapt to changing priorities in a fast-paced environment.
• Experience with conflict resolution, consensus building, and mediation.
• Experience managing resources under a matrix reporting structure.
• CSM – Certified Scrum Master.
• PMI PMP Certified.

Responsibilities

• Create and execute comprehensive project plans with team members and stakeholders.
• Lead efforts to define project requirements with key stakeholders.
• Manage development process, oversee scope and change control.
• Publish project documentation per agency standards and due dates.
• Ensure tasks, timelines, resources align with milestones and policies.
• Follow defect tracking process and document outcomes for PMO Director.
• Report status, risks and mitigation weekly to stakeholders.
• Identify risks and their impact on projects.
• Ensure effective communication between non-technical and technical teams.
• Monitor results against timelines, deliverables and specs.
• Adhere to PM policies, QA, and standards.
• Understand SDLC and adhere to workflow/timelines for requirements and reviews.
• Stay current with customer needs; mentor Junior PMO staff.
