Job summary

Elevo Learning seeks a Director of Capture & Proposal Management to lead public-sector pursuits in California. You will govern go/no-go decisions, shape capture strategy, and coordinate content and competitive intelligence across districts, ensuring evidence-led proposals.

This role partners with marketing, the data lead, and writers to push cycles, defend walk-away lines, and deliver high-stakes responses for state and district bids, including crunch weeks and oral presentations in person.

Qualifications

• APMP-trained capture professional with government contracting or healthcare proposal background.
• Proven ability to walk away from bids with criteria and defend decisions.
• Ownership of Price-to-Win methods and competitor price intelligence.
• Based in California or nearby; available in person for crunch weeks and orals.
• Experience with public-sector procurement fluency and formal RFP requirements.

Responsibilities

• Own the go/no-go gate with criteria-based decisions and defensible judgments.
• Run capture before the RFP drops and track incumbents and renewal dates.
• Set pursuit prioritization across the pipeline and align stakeholders.
• Own Price-to-Win as a method and defend the walk-away line under pressure.
• Oversee proposal operations, content library, and production coordination.
• Lead bid defenses and coach presenters for oral examinations.
