Job summary

Essential Software Inc. seeks a Proposal Manager (Federal IT Capture & Proposals) in Rockville, MD to lead end-to-end federal IT proposals, ensuring compliance and persuasive narratives.

You will drive colors teams, coordinate with capture leads, and produce technically strong responses for agency solicitations, OASIS+ tasks, and IDIQ vehicles. Strong writing, PM, and GovWin IQ experience are essential.

Qualifications

• Bachelor’s degree in English, Communications, Business, or a related field.
• 5+ years of experience managing federal proposals with IT or professional services
• Experience writing to FAR Section L and Section M evaluation factors
• Experience managing proposals through Pink/Red/Gold team reviews
• Experience with government-wide contracts and IDIQ vehicles (OASIS+, GSA MAS, NITAAC)
• Hands-on use of Deltek GovWin IQ for opportunity ID, pipeline, and competitive intelligence
• Strong writing/editing skills to translate complex content into compliant proposals
• Excellent project management skills with ability to handle multiple bids under deadlines
• Proficiency with Microsoft Office and collaboration tools
• Strong interpersonal skills and ability to coordinate inputs from technical staff and executives
• Ability to work in a complex, fast-paced government environment

Responsibilities

• Lead end-to-end federal IT proposals including OASIS+ and IDIQ solicitations.
• Build compliance matrices against Section L and Section M requirements.
• Develop annotated outlines and manage color team reviews.
• Run proposal kickoffs and manage production schedules.
• Write and edit Technical and Management approaches and Past Performance.
• Develop reusable technical narratives on core capabilities.
• Translate win strategies into written proposals with capture leads.
• Assess compliance, LOE, and proposal risk for bid decisions.
• Maintain past performance library and CPARS-relevant data.
• Manage proposal version control, production, and submissions through SAM.gov and agency portals
• Mentor contributors on proposal best practices and persuasive writing
