Job summary

Mind Computing, Inc. seeks a Capture Manager to lead and execute federal pursuits across government contract vehicles.

You will manage opportunities through the acquisition lifecycle, implement structured capture strategies, and collaborate with growth, solution, pricing, and proposal teams to drive success across software development, DevSecOps, data analytics, interoperability, and cloud modernization. The candidate must reside in the continental US, with a strong preference for the Washington

Qualifications

• Bachelor's degree in Business, Marketing, IT, or a related field.
• 4–5 years of full cycle capture management or federal capture support experience.
• Experience supporting VA, HHS, CMS, NIH, FDA, CDC, or health agencies.
• Knowledge of federal acquisition lifecycle, IDIQs, GWACs, and task orders.
• Experience in capture gate reviews and color team processes.
• Familiarity with health IT domains such as modernization, cloud, data analytics, or interoperability.
• Strong organizational, analytical, and written communication skills.
• Proficiency with Salesforce, GovWin, SAM.gov, and Microsoft Office.
• Contribute to team objectives and take on additional responsibilities.

Responsibilities

• Manage and actively increase the probability of win for contracting opportunities; oversee full lifecycle of opportunities across various contract vehicles.
• Execute capture plans for pre-qualified pursuits, ensuring alignment with win strategy and customer priorities.
• Conduct research, opportunity analysis, and competitor assessments to strengthen positioning.
• Coordinate internal gate reviews, status reporting and ensure capture artifacts are complete and actionable.
• Collaborate with solution, pricing, contracts, and proposal teams to shape compliant and compelling responses.
• Support teaming strategy, partner coordination, and subcontractor engagement.
• Assist with pricing inputs, win themes, and value proposition development.
• Maintain disciplined documentation and reporting across the capture lifecycle and manage opportunity pipeline.
