Job summary

Castellum Inc. is seeking a Proposal Manager to lead and support development of compliant, competitive government proposals from pre-RFP planning through submission. You will coordinate with Business Development, Capture, Operations, Contracts, Pricing, and SMEs while contributing to market research and partner outreach.

You will manage schedules, write and edit content, ensure compliance, and drive win themes across cross-functional teams. A Secret clearance is required.

Qualifications

• Bachelor's degree is required.
• 5+ years managing and coordinating DoD or FedCiv proposals.
• Knowledge of Federal acquisition and proposal processes.
• Ability to interpret solicitation instructions, evaluation criteria, and PWS/SOW.
• Experience creating compliance matrices, schedules, outlines, and review plans.
• Strong writing and editing, with organizational and communication skills.
• Able to manage multiple priorities and cross-functional teams.
• Proficient with Word, Excel, PowerPoint, Teams, and SharePoint.
• Willingness to travel ~10% and work in a hybrid setting.
• Active Secret security clearance.

Responsibilities

• Lead and support development of compliant, competitive DoD/FedCiv proposals.
• Manage proposal efforts from pre-RFP planning through final submission.
• Develop schedules, compliance matrices, outlines, and writing assignments.
• Lead kickoff meetings, coordinate contributors, track deadlines.
• Write, review, and edit proposal content for clarity and alignment.
• Identify gaps and ensure responses meet government requirements.
• Coordinate with stakeholders and capture resources throughout the process.
• Incorporate win themes and customer-focused messaging.
• Facilitate color reviews and coordinate final proposal production.
• Maintain proposal templates, resumes, past performance info, and graphics.
• Support capture activities, market research, and teaming partner identification.
• Attend industry days and events to gather market intelligence.
• Document key takeaways and follow-up actions for BD and Capture teams.
• Support lessons learned and continuous improvement of processes.
