Job summary

Castellum Inc. is seeking a Proposal Manager to lead and support compliant, competitive proposals for Federal Government opportunities.

This role guides efforts from pre-RFP planning through final submission, collaborating with Business Development, Capture, Operations, Contracts, Pricing, and subject matter experts. You will participate in industry days, market research, and customer follow-up to strengthen pursuits and maintain proposal content library.

Qualifications

• Bachelor's degree required.
• Minimum of 5 years managing and coordinating DoD or FedCiv proposal efforts.
• Experience interpreting solicitation instructions, evaluation criteria, and PWS/SOW requirements.
• Ability to develop compliance matrices, proposal schedules, outlines, and review plans.
• Strong writing, editing, proofreading, organizational, and communication skills.

Responsibilities

• Manage Federal Government proposal efforts, including RFPs, RFQs, RFIs, sources sought, task orders, white papers, and capability statements.
• Support complex or strategically significant pursuits as part of a broader proposal and capture team.
• Review solicitation requirements and develop proposal schedules, compliance matrices, outlines, writing assignments, and submission plans.
• Lead proposal kickoff meetings, coordinate contributors, track deadlines, and ensure inputs are completed on schedule.
• Write, review, and edit proposal content for compliance, clarity, and alignment with evaluation criteria.
• Identify gaps and weaknesses and explain how the company will meet Government requirements.
• Coordinate with stakeholders and proposal resources throughout the process.
• Incorporate win themes and customer-focused messaging into responses with capture leadership.
• Facilitate color reviews and coordinate final proposal production.
• Maintain proposal resources like templates, resumes, past performance, graphics.
• Support capture via opportunity research and market intelligence.
• Attend industry days, conferences, and customer meetings to gather intelligence.
• Document key takeaways and follow-up actions for teams.
• Support lessons learned and continuous improvement of processes.
