Job summary
JCTM is seeking a Senior Proposal Manager to lead complex federal proposals from qualification through final submission. The role requires an experienced professional who can ensure compliance, timely content development, and tight collaboration with Growth, Operations, Contracts, Pricing, and Executive Leadership.
You will manage pre-proposal activities, color reviews, and submission readiness while coordinating multiple stakeholders and subcontractors to deliver compelling, compliant proposals
Qualifications
- 7+ years of federal proposal management experience on FAR-based proposals.
- Experience supporting RFIs, Sources Sought, White Papers, and pre-solicitation deliverables.
- Experience with subcontractors, teaming partners, and joint ventures.
- Experience with task orders under GWACs/IDIQs/BPAs or multi-award vehicles.
- Strong understanding of Section L/Section M and evaluation criteria.
Responsibilities
- Lead or support complex federal proposal efforts from capture to submission.
- Develop compliance matrices, schedules, and color review plans.
- Coordinate writers, SMEs, pricing, contracts, and executives.
- Manage submission readiness, formatting, and quality checks.
- Drive continuous improvement through debriefs and lessons learned.
