Job summary

Corvus Consulting, LLC seeks a Proposal Manager to lead compliant, competitive federal proposals from pre-RFP planning through final submission. You will coordinate cross-functional teams, maintain schedules, and ensure content meets evaluation criteria.

The role requires 5+ years of DoD or FedCiv proposal experience, strong writing and editing skills, and fluency with MS Word, Excel, PowerPoint, Teams, and SharePoint. Travel ~10% for industry events in the Hollywood, MD area.

Qualifications

• Minimum 5 years of DoD or FedCiv proposal experience.
• Ability to interpret solicitation instructions and evaluation criteria.
• Experience creating compliance matrices, schedules, outlines, and review plans.
• Strong writing, editing, proofreading, and communication skills.
• Ability to manage multiple priorities and cross-functional teams.

Responsibilities

• Manage Federal Government proposal efforts (RFPs, RFQs, RFIs, Sources Sought, task orders, white papers, capability statements).
• Coordinate with business development, capture, operations, contracts, pricing, and leadership.
• Develop schedules, compliance matrices, outlines, writing assignments, and submission plans.
• Lead kickoff meetings, coordinate contributors, track deadlines, ensure inputs on schedule.
• Write, review, and edit content for compliance, clarity, and alignment with criteria.
• Identify gaps and areas where responses need strengthening.
• Coordinate resources and maintain proposal assets (templates, resumes, past performance).
• Support capture activities including opportunity research and partner identification.
• Attend events to gather market intelligence and document key takeaways.
