Job summary

BB&E Inc. is seeking a Federal Design and Construction Project Manager to lead MILCON and facility maintenance projects for NAVFAC in Norfolk, VA. You will manage the full lifecycle from planning through post-occupancy, ensuring scope, budget, schedule, and contracts meet Navy and DoD standards.

Based in Norfolk, VA, the role requires interfacing with NAVFAC teams, handling RFIs, submittals, and progress payments, and traveling up to 10% to support project execution.

Qualifications

• Citizenship and ability to obtain/maintain a security clearance.
• ,
• Public sector experience with NAVFAC is strongly preferred.
• ,
• Proficiency with DoD guidelines, specs, criteria, and policy.

Responsibilities

• Manage planning, design, and procurement phases for Navy/Marine facilities across NAVFAC regions.
• ,
• Oversee scope, budget, and schedule from design through completion and occupancy.
• ,
• Administer construction contracts, RFIs, submittals, and contract modifications.
• ,
• Review A/E design submittals for NAVFAC/DoD/OSHA compliance.
• ,
• Coordinate with NAVFAC teams to enable design and construction processes.
• ,
• Develop budget estimates and track costs; validate progress payments.
• ,
• Report status and milestones to NAVFAC leadership.
• ,
• Serve as liaison among A/E firms, Navy commands, and other agencies.
• ,
• Conduct site visits and participate in design workshops and pre-con meetings.
• ,
• Travel up to 10%.
