Job summary

BB&E is seeking a Federal Design and Construction Project Manager to support NAVFAC facilities design and construction in Norfolk, VA. You will manage MILCON and facility maintenance projects from planning through post-occupancy, ensuring scope, budget, schedule, and contracts meet Navy and DoD standards.

The role is embedded in NAVFAC client teams, requires 10+ years of federal project management experience, and a bachelor’s degree in engineering or related field.

Qualifications

• Minimum of 10 years of professional project management experience supporting facilities design and construction; federal experience preferred.
• Bachelor’s degree or higher in engineering, architecture, construction management, or related field is required.
• PMP certification or PE license strongly preferred; DoD/NAVFAC guidelines knowledge is essential.
• Proficiency with MS Office (Excel, Word, Project, PowerPoint) and project management software.

Responsibilities

• Manage planning, design, and procurement phases of Navy/Military construction and facilities maintenance projects.
• Oversee scope, budget, and schedule from design through construction and post-occupancy.
• Administer construction contracts, review submittals, RFIs, and contract modifications.
• Ensure designs meet NAVFAC, DoD, and OSHA standards; coordinate with NAVFAC teams.
• Develop budgets, track costs, and validate contractor payments.
• Maintain schedules and report risks and milestones to NAVFAC leadership.
• Serve as liaison among A/E firms, Navy commands, and other agencies.
