Job summary

Evoke-Research-and-Con in Reston, VA is seeking an IT (CPIC) Project Manager to lead a diverse team and ensure contract objectives are met. The role demands deep experience in federal IT governance and CPIC/EPLC processes.

You will advise senior leaders, monitor cost and schedule, develop SOPs, and maintain governance documentation. A PMP and 10+ years in federal IT PM are highly preferred, with US citizenship. This position is full-time and contingent on contract award.

Qualifications

• 10+ years in federal IT project or portfolio management.
• PMI PMP certification is required.
• Experience with HHS EPLC lifecycle and documentation.
• Track record of executive-level reporting and governance artifacts.
• Experience supporting an IT Governance Council or IRB is preferred.

Responsibilities

• Manage and lead a team of direct and subcontract personnel, ensuring contract objectives and performance quality standards are met.
• Advise senior agency leadership on IT investment management policies, processes, and best practices.
• Support strategic planning for the agency IT portfolio to align with policy and objectives.
• Monitor IT project cost, schedule, and performance data and identify variances and risks.
• Conduct EPLC consultations and define documentation needs and stage gates.
• Maintain governance charter and coordinate review and change processes.
• Develop SOPs for CPIC, EPLC, IT governance, and portfolio management activities.
• Create, update, and disseminate communications on governance and portfolio updates.
• Develop and maintain all contract deliverables including status reports and transition plans.
