Job summary

Evoke is seeking an experienced IT (CPIC) Project Manager to join our team in this contract-award contingent role anticipated to begin December 2026.

The role requires leadership of a diverse team and advisory support to senior agency leadership on IT investment policies, governance, and portfolio management. Strong experience with EPLC lifecycle, CPIC processes, and federal compliance is essential.

Qualifications

• Bachelor’s degree in Business, IT, CS or related field.
• Ten years’ federal IT project management, IT portfolio management, or IT investment management experience (may substitute 4 years with additional experience).
• Active PMI Project Management Professional (PMP) certification.
• Hands-on with HHS EPLC framework and documentation.
• Experience supporting a federal IT Governance Council or IRB.

Evoke is seeking an experienced IT (CPIC)Project Manager to join our team!

Responsibilities

• Manage and lead a team of direct and subcontract personnel, across a diverse set of qualifications, ensuring contract objectives and performance quality standards are met
• Advise and consult senior agency leadership, governance bodies, investment owners, project managers, and business stewards on IT investment management policies, processes, and best practices
• Support strategic planning discussions related to the agency IT portfolio, ensuring alignment with OMB, federal policy, and agency strategic objectives
• Monitor IT project cost, schedule, and performance data across the portfolio and identify variances, risks, and opportunities for corrective action
• Conduct EPLC consultations with project teams to determine applicable lifecycle requirements, identify appropriate stage gates, and define documentation needs
• Monitor project compliance with HHS EPLC policies and procedures and track lifecycle decisions and required documentation throughout each project
• Serve as secretariat for client-facing Governance Council (e.g., coordinating meetings, drafting agendas, preparing briefing materials, documenting decisions, distributing meeting minutes, and tracking action items)
• Maintain the agency IT governance charter and coordinate charter review and change management processes
• Review and validate system information in the agency enterprise systems inventory and monitor data quality to resolve discrepancies
• Coordinate operational analysis activities for IT investments, collect and analyze required data, develop supporting reports, and track completion and submission status
• Respond to and advise on data calls from OMB, HHS, GAO, and other federal oversight bodies regarding the IT portfolio
• Build and maintain tracking tools, dashboards, and status reports to provide leadership with timely and accurate portfolio visibility
• Develop, update, and maintain Standard Operating Procedures (SOPs) for CPIC, EPLC, IT governance, and portfolio management activities
• Recommend and implement process improvements that increase efficiency and strengthen compliance with IT management policies and federal requirements
• Develop guidance materials, job aids, and training resources for agency staff on IT investment management and IT governance topics, including CPIC and EPLC
• Develop and disseminate communications related to governance activities, compliance requirements, and portfolio management updates
• Develop and maintain all contract deliverables, including the Quality Control Plan, monthly status reports, annual summary reports, and transition plan

Qualifications

• Bachelors degree in Business, IT, computer science, or related field
• MINIMUM ten (10) years’ of experience in federal IT project management, IT portfolio management, or IT investment management
  • Additional four (4) years’ experience (14 years total) may be substituted, in lieu of degree
• Active PMI Project Management Professional (PMP) certification
• Hands-on experience with the HHS EPLC framework, including conducting stage gate reviews and developing EPLC-compliant documentation (strongly preferred)
• Prior experience supporting a federal IT Governance Council or IRB
• Experience developing federal IT management artifacts, including charters, business cases, Project Management Plans, risk registers, and system analyses
• Experience tracking cost, schedule, and performance data across a portfolio of IT projects and preparing executive-level reports
• Prior experience at an HHS-component agency (strongly preferred).

Skills

• Strong working knowledge of federal IT governance frameworks, including FISMA, FITARA, OMB Circular A-11, and the Capital Programming Guide
• Familiarity with Section 508 of the Rehabilitation Act and associated compliance requirements for federal IT deliverables
• Strong proficiency with M365 (i.e., Word, Excel, PowerPoint, Teams, and SharePoint)
• Experience with federal IT investment tracking platforms (e.g., eCPIC or equivalent portfolio management tools)
• Excellent written communication skills, with the ability to produce clear, accurate, executive-ready briefings, minutes, reports, and training materials
• Strong analytical and data management skills, including the ability to collect, validate, and interpret IT portfolio data to support leadership decision-making
• Highly organized with the ability to manage multiple concurrent workstreams, track complex deliverable schedules, and meet strict deadlines independently
• Strong interpersonal and stakeholder engagement skills, with demonstrated ability to build trusted relationships with senior federal clients
• Comfortable operating in a fast-paced, ambiguous federal environment where priorities shift and ad hoc requests arise frequently
• Ability to partner with leadership and Human Capital to resolve client and employee issues
• Knowledge of the acquisition process, contract types, procurement, and proposal development, with the ability to identify and pursue growth opportunities at existing client sites alongside business development
