Job summary

T. White Parker seeks a Program Manager/Senior Financial Manager to oversee overall contract performance for a federal civilian IT investment portfolio.

You will manage staffing, budgeting, and quality assurance across CPIC, PPBE, and executive governance, acting as the client’s primary contact for performance and staffing matters. Responsibilities include monitoring budgets and EVM, enforcing federal compliance, and guiding program execution with a vendor-neutral advisory approach.

Qualifications

• Master’s degree in related field required.
• PMP certification preferred.
• 10 years of relevant professional experience.
• 6+ years of senior federal experience including CPIC/LCCE/OMB budgeting.
• Expert knowledge of FITARA, EVM, OMB Circulars A-11/A-130.
• Experience as PM or senior financial lead on federal IT/financial contracts.
• Ability to present/report in MS and Google platforms.
• U.S. citizen or lawful permanent resident; ability to work in the U.S. without sponsorship.

Responsibilities

• Oversee all contract staff and performance across all task areas.
• Monitor budget execution, labor utilization, delivery schedules, and EVM per ANSI standards.
• Ensure 100% compliance with federal guidelines and Section 508; deliver accurate financial exhibits and narratives.
• Apply CPIC processes and financial governance to IT investments.
• Serve as primary contact for COR/CO on performance, staffing, and delivery matters.
• Coordinate staffing across CPIC, PPBE, and governance functions for integrated delivery.
