Job summary

Guidehouse is seeking Federal Human Capital Consultants to help federal agencies improve HR operations, modernize processes, and drive HCM transformation. You will combine HR policy expertise with business-process improvement across the employee lifecycle.

The role requires experience with enterprise HCM environments like Workday, Oracle HCM, SAP SuccessFactors, or ServiceNow HRSD, and strong stakeholder engagement. Travel up to 10% may be involved.

Qualifications

• Three to ten years of experience in human resources, policy analysis, or a related field.
• Experience supporting Federal Human Resources or Human Capital programs.
• Knowledge of OPM regulations and guidance; Federal HR policies and lifecycle management.

Responsibilities

• Analyze and improve federal HR processes across the employee lifecycle.
• Gather, document, and validate requirements from client stakeholders.
• Facilitate workshops, interviews, and stakeholder sessions to assess current processes and identify improvements.
• Conduct gap analyses and develop recommendations for modernization and standardization.
• Support HR technology and HCM implementation projects.
• Translate HR needs into functional requirements for technology teams.
• Develop process maps, workflow documentation, user stories, and operating procedures.
• Support change management, communications, and user adoption activities.
• Identify project risks and mitigation strategies; prepare executive deliverables.
