Job summary

Guidehouse is seeking a Federal Human Capital Senior Consultant to support federal agencies in modernizing HR processes and advancing HCM initiatives. You will translate HR needs into functional requirements for technology teams, develop process maps and user stories, and lead stakeholder workshops to drive consensus.

The role requires federal HR knowledge, strong communication, and the ability to manage multiple priorities in a fast-paced environment. Some travel may be required.

Qualifications

• US citizenship and current US residence.
• Bachelor's degree from an accredited college or university.
• Ability to obtain and maintain a Federal or DoD Public Trust.
• 3–5 years in HR, policy analysis, or related field with HR policy experience.
• Experience supporting Federal HR or Human Capital programs.
• Knowledge of OPM regulations and Federal HR policies.
• Experience in Staffing, Classification, Benefits, Administration, Leave, Labor relations, Performance, HR compliance.
• Strong multi-tasking, attention to detail, and accuracy.
• Experience facilitating stakeholder discussions and achieving consensus.
• Experience with HR system modernization and enterprise HCM platforms.
• Willingness to travel up to 10%.

Responsibilities

• Guide federal agencies in improving HR operations and modernizing processes.
• Support HCM transformation initiatives and HR technology implementations.
• Translate HR needs into functional requirements for tech teams.
• Develop process maps, user stories, and operating procedures.
• Support change management, communications, and user adoption.
• Identify risks and dependencies; propose mitigation strategies.
• Prepare client briefings and executive-level deliverables.
