Job summary

Guidehouse is seeking a Federal Human Capital Resource to help federal agencies improve HR operations, modernize processes, and advance HCM transformations. The role blends federal HR expertise with business process improvement and stakeholder engagements to optimize workforce management and outcomes.

The ideal candidate understands Federal HR policy, supports enterprise HCM platforms, and collaborates with clients to design and implement future-state HR processes across the lifecycle.

Qualifications

• Five to seven years of experience in human resources, policy analysis, or similar role.
• Experience interpreting and applying HR policies, regulations, or procedures.
• Experience supporting Federal Human Resources or Human Capital programs.
• Knowledge of OPM regulations, Federal HR policies, and Human Capital lifecycle management.

Responsibilities

• Analyze and improve federal HR business processes across the employee lifecycle.
• Gather, document, and validate business and functional requirements from client stakeholders.
• Facilitate workshops, interviews, and stakeholder sessions to assess current-state processes.
• Conduct gap analyses and develop recommendations for process modernization and standardization.
• Support HR transformation initiatives, including HR technology and HCM implementation projects.
• Translate HR needs into functional requirements for tech teams and system integrators.
• Develop process maps, workflow documentation, user stories, and operating procedures.
• Support change management, communications, and user adoption activities.
• Identify project risks, issues, and dependencies and suggest mitigations.
• Prepare client-facing presentations, briefings, and executive deliverables.
