Job summary

Guidehouse is seeking a Federal Human Capital Resource to support federal agencies in modernizing HR processes and advancing HCM transformation initiatives. You will combine HR subject matter expertise with business process improvement and stakeholder engagement to help clients optimize workforce management.

The role involves gathering requirements, conducting gap analyses, and translating HR needs into technical specifications for system integrators. Travel up to 10% may be required.

Qualifications

• Five to seven years of experience in human resources, policy analysis, or a related field.
• Experience supporting Federal Human Resources or Human Capital programs.
• Knowledge of OPM regulations and Federal HR policies and procedures.
• Experience in HR functional areas: Staffing, Classification, Benefits, Administration, Leave Programs, Employee & Labor Relations, Performance Management, HR Compliance.

Responsibilities

• Analyze and improve federal HR business processes across the employee lifecycle.
• Gather, document, and validate requirements from client stakeholders.
• Facilitate workshops and interviews to assess current-state processes and identify improvements.
• Conduct gap analyses and develop modernization and standardization recommendations.
• Support HR transformation initiatives including HR technology and HCM implementations.
• Translate HR needs into functional requirements for technology teams.
• Develop process maps, workflows, and operating procedures.
• Support change management, communications, and user adoption activities.
• Identify risks and mitigation strategies; prepare client-facing deliverables.
