Job summary

GSA is seeking a Construction Manager/COR to lead construction management, technical oversight, and contract administration for moderate to complex Federal and leasing projects. The role involves coordinating with architects, engineers, contractors, and leasing specialists, and presenting updates to leadership on costs and progress.

Qualifications

• Specialized experience applying engineering methods and construction practices related to building systems (e.g. HVAC, architectural finishes, electrical, fire protection, plumbing).
• Defining requirements with customers and developing construction cost estimates.
• Inspecting construction and administering construction contracts.
• Reading and interpreting engineering and architectural plans and specifications.
• Independently managing projects or large portions of projects with multiple disciplines.

Responsibilities

• Performs planning, coordination, oversight, administration and management of design, construction and leasing project activities.
• Serves as the Contracting Officer’s Representative (COR) and liaison with contractors and lessors; monitors performance and documents compliance.
• Coordinates activities among architects, engineers, contractors, leasing specialists, budget analysts, building managers and customer agencies; prepares leadership briefings on costs, feasibility and status.
• Prepares independent Government estimates and analyses of proposals to support acquisition strategies; participates in negotiations with contractors and lessors.
• Maintains working relationships with Federal client agencies and external stakeholders to support project coordination.
