Pulice seeks a Federal Business Development Manager to navigate the US Federal procurement lifecycle, forecast budgets, and oversee CRM-driven opportunity tracking. This strategic role centralizes BD activities to improve profitability and win rates across regional units and partner firms worldwide.

The role requires 10+ years of federal construction or government contracting experience, deep FAR knowledge, and proven negotiation and relationship-building skills with federal agencies.

Qualifications

• Significant Federal construction or government contracting experience.
• Deep understanding of the Federal Acquisition Regulation (FAR) and agency requirements.
• Ability to develop pursuit strategy for complex infrastructure projects.
• Proven contract negotiation skills and risk management.
• Strong relationship-building with Federal agencies and partners.

Responsibilities

• Develops and executes pursuit strategy for Federal projects across divisions.
• Track funding from budget requests through appropriations and development stages.
• Navigate US Federal procurement lifecycle and maintain CRM-based opportunity reporting.
• Establish relationships with Federal staff and shape solicitations to fit capabilities.
• Mentor regional teams on BD and teaming efforts; support proposals and post-award handoffs.
• Prepare designer and subcontractor agreements and monitor forecast reporting.
• Ensure project transfer of contract specs and owner expectations to project management.
