Pulice is seeking a Federal Business Development Manager to navigate the US Federal procurement lifecycle from budget forecasting through post-award implementation, aligning opportunities with the company’s capabilities.

You will build and maintain relationships with federal agencies, lead pursuit strategies, negotiate contracts, and mentor regional teams to improve win rates and profitability across the US market.

Formación

• Bachelor's degree preferred.
• 10+ years of Federal Construction or Government contracting experience.
• Federal agency experience with DOD, NAVFAC, GSA, USACE.
• Deep understanding of FAR and agency requirements.
• Proficiency with federal procurement tools and market intelligence platforms like USASpending.gov or GovWin.
• Proven ability to develop pursuit strategy for complex infrastructure projects.
• Proven contract negotiation skills.
• Able to identify needs of the Owner through pre-bid to post-award.

Responsabilidades

• Develops Federal project pursuit strategy with Area Operational leadership.
• Track Federal Market Sector funding from budget requests to appropriations and development phases.
• Navigate the federal procurement lifecycle with CRM to identify opportunities.
• Establish relationships with Federal Contract Acquisition Office staff and gather procurement intelligence.
• Mentor Regional BU and partner BD leaders in pursuing Federal opportunities.
• Lead pursuit teams in RFP responses and post-award hand-offs.
• Provide timely CRM updates and opportunity reports for outside US projects.
