Job summary

Pulice is seeking a Federal Business Development Manager to lead strategic efforts in the US Federal Market Sector. You will orchestrate the CRM-driven pursuit lifecycle, build government relationships, and coordinate with regional teams to maximize profitability and win rates across units.

The role emphasizes budget forecasting, RFP responses, and post‑award handoffs, requiring a deep FAR understanding and a track record of complex infrastructure deals.

Qualifications

• Bachelor's degree preferred.
• 10+ years’ Federal Construction or Government contracting experience in business development or related field.
• Federal agency experience required with DOD, NAVFAC, GSA, USACE.
• Deep understanding of the FAR and agency requirements.
• Proficiency with federal procurement tools and market intelligence platforms.
• Proven ability to develop pursuit strategy for complex infrastructure projects.
• Proven contract negotiation skills preferred.
• Ability to identify needs of the Owner during pre-bid, bid and project phases.

Responsibilities

• Develops Federal project pursuit strategy with Area Operational leadership.
• Track Federal contract funding from budget requests through appropriations and development stages.
• Navigate the Federal procurement lifecycle to track opportunities in the CRM system.
• Establish relationships with Federal agencies and shape solicitations.
• Mentor Regional BU and affiliate BD leaders in Federal opportunities.
• Support pursuit teams in presentations and RFP responses; support post-award hand-offs.
• Provide timely CRM updates and detailed opportunity reports for out-of-area work.
• Maintain contact with key owners and agencies in the geographic area.
• Prepare and negotiate designer, subcontractor, and JV agreements.
