Job summary

The University of Houston is seeking a Contracts and Purchasing Operations Leader to direct contract and purchasing requirements for operational and construction services.

The role trains staff, acts on behalf of leadership, and develops short- and long-term goals while ensuring compliance with state procurement laws and university policies. A four-year degree and five years' related experience are preferred or equivalent.

Qualifications

• Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline.
• Knowledge of state procurement laws and University policies on contract actions.
• Minimum of five (5) years of directly job-related experience.
• Education may be substituted for experience and vice versa.

Responsibilities

• Manages the preparation of operational and construction contracts and associated documentation for final distribution.
• Researches and ensures compliance with state procurement laws and University policies.
• Plans, develops and administers methods and procedures for meeting program objectives; directs staff daily activities.
• Prepares and reviews reports to ensure progress toward contract administration and no gaps in service.
• Monitors annual budgets and ensures expenditures stay within allocations; assists with budgets.
• Ensures compliance with reporting requirements including state mandate reporting on contract actions.
• Analyzes trends and maintains expert awareness of program information and changes.
• Formulates and maintains policies and procedures on contract administration.
• Supervises assigned staff in the performance of duties.
• Performs other duties as assigned.
