Job summary

Oxley Enterprises, Inc. is seeking a Strategic Planning Consultant to guide executive-level transformation for a federal mission support organization.

You will lead strategic planning, portfolio management, and process improvement initiatives with a focus on measurable outcomes and governance. You will coordinate cross-functional teams, coach senior leaders, and ensure adherence to regulations, contracts, and security requirements.

Qualifications

• 5 - 15 years of experience in program and project management, facilitating strategy
• Experience supporting USCG or federal agencies with defense, homeland security, or law enforcement missions
• Bachelor's degree and relevant certifications preferred

Responsibilities

• Supports integration of functions, processes, and policies to build Coast Guard systems and mission support capability
• Supports transformation efforts aligned with Coast Guard campaigns: Organization, Contracting and Acquisitions, People, and Technology
• Conducts systematic analysis of organizational challenges and develops strategic improvement plans
• Facilitates executive-level sessions and supports strategy formulation
• Develops and manages Integrated Project Teams executing improvement efforts
• Tracks performance measures and links them to strategic goals
• Develops project charters, roadmaps, schedules and risk mitigation plans
• Applies Lean Six Sigma and MSBM to review processes and improve efficiency
• Documents governance structures and ensures compliance with requirements
• Provides change management training and facilitation through frameworks like Prosci ADKAR
