The State of California is seeking an Employment Program Manager I for a limited-term position based in Inglewood, CA. This role involves supervising Employment Program Representatives in determining UI claimant eligibility, providing customer service, and managing staff functions.

THIS IS A LIMITED TERM POSITION WHICH MAY BE EXTENDED OR BECOME PERMANENT. THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.
The Employment Program Manager I (EPM‑I) is a first line management position. Under the direction of the Unemployment Insurance (UI) Center Section Manager or Alternate Manager, the EPM‑I is assigned to supervise a unit of staff performing the duties of Employment Program Representatives involved in determining claimant eligibility for UI benefits by conducting fact‑finding interviews, responding to inquiries, and performing claim processing activities in accordance with laws, regulations, policies and precedent decisions. Will provide prompt, accurate and courteous customer services to internal and external customers; may conduct training or assist as a mentor.
Monitors all staff functions. Involves staff in the continuous process improvement of the various functions by using the methodology of Total Quality Management (TQM). Prepares and submits related reports in a timely manner.
Leads and involves staff in the implementation of the Employment Development Department’s (EDD) policies and procedures, new programs and program changes; has responsibility for office administration including budget, personnel, payroll, staffing, space planning and organization.

Travel and/or overtime may be required. This position is headquartered in Inglewood and may be eligible for rotational telework under EDD’s telework policy. Employees are required to report to the headquarter office in Inglewood. Travel expenses to and from the headquarter office are the responsibility of the employee.
Position(s) exist in Los Angeles County. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% – 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
